New Documentation Chapter on Meters

We have a new documentation chapter, with numerous examples and demonstrations, on using and processing time signatures and meter-related data:

Music21 is a flexible toolkit for computer-aided musicology. The project is based at M.I.T. in the Music and Theater Arts section.
